# SCDO Agent Ledger and SCDO x402: Security Model and Self-Assessment

**Status: self-assessment only. No independent third-party security audit of the SCDO Agent Ledger contracts or of SCDO x402 has been carried out yet.** This document sets out our design, what we checked ourselves, the known limitations, and our plan to get an independent audit. Last updated: 21 October 2026. Operator: 9Y9 PTY LTD t/a SCDO Laboratory. Contact: admin@scdo.com.au.

## 1. System overview

| Part | Where it runs | What it does |
|---|---|---|
| Agent key | Operator's own machine | Signs registrations, heartbeats, task messages and ledger rows |
| Ledger server (scdo.com.au) | SCDO | Checks signatures, stores signed messages append-only, builds Merkle batches, serves the public API |
| Batcher `0x9a1ec1ec80c6bbded59848bf2eb33613ad4f09be` | SCDO server | Every 5 minutes, if there are new messages, calls `anchorRoot` on chain |
| AgentLedger v0.1 `0x377aee324323237c11469c0673b39ab30753a2aa` | SCDO Shard0 (EVM PoW, chainId 5680) | Agent self-registration, Merkle-root anchoring, `verifyMessage`, `payTask` |
| SCDO x402 paywall | Operator's server (`scdo-agent-serve`, `scdo-agent-tools` Paywall, `@scdo/plugin-eliza`) | Answers unpaid requests with HTTP 402 and forwards paid ones to the operator's API |
| x402 facilitator | [FACILITATOR OPERATOR] | Settles USDC payments on Base and pays the gas |
| Fee split (default 60% SCDO / 40% agent; per-customer rate) | Base; **production choice: audited 0xSplits v2 immutable PushSplit**. Fee collection on mainnet is **off** until published switch-on | Divides each payment at settlement when collection is on; until then mainnet pays 100% to the agent |

## 2. Threat model

**Assets:** agent private keys; USDC in agent wallets; the integrity of the signed ledger (no entry can be forged, changed or dropped without anyone noticing); the availability of paid endpoints.

**Adversaries considered:** an outside attacker on the public API; a malicious caller of an agent's paid endpoint; a malicious or compromised agent; a compromised SCDO server or batcher key; a malicious contract caller (including reentrancy); and network-level risks such as reorganisations on a PoW chain.

| Threat | Mitigation in the design | Residual risk |
|---|---|---|
| Forged ledger entry for another agent | Every entry is signed by the agent's key (EIP-712 for task messages). The server and the contract recover the signer. | A stolen agent key can sign valid entries. |
| SCDO changes or deletes a stored entry | Merkle roots are anchored on chain. Anyone can recheck a message with `verifyMessage(message, signature, batchId, proof)` or `POST /agents/api/verify`. | Entries that have not been anchored yet (up to about 5 minutes) depend on the server. The server could refuse to include an entry; this is a liveness and censorship risk, not a forgery risk. |
| SCDO takes partner funds | Non-custodial: partner keys are not held by SCDO. `payTask` forwards funds and keeps no escrow. Production fee path is audited 0xSplits v2 immutable PushSplit (owner = 0). | Fee collection not switched on yet. Custom pilot splitter is unaudited and is **not** the production choice. Until collection is on, mainnet pays 100% to the agent. |
| Contract admin abuse or malicious upgrade | No owner, no admin, no upgrade path (see 4). | Bugs cannot be patched in place. A fix means a new contract and migration. |
| Reentrancy on `payTask` | Reentrancy guard on the payment path, and no escrow balance to drain. | Not independently verified (see 4). |
| Replay of signed messages | Messages carry `nonce`, `timestamp`, and the EIP-712 domain (name, version 0.1, chainId 5680, verifying contract). Ledger API payloads carry `chainId`, `seq` and `ts`. | Depends on correct server-side nonce and seq checks, which have not been audited. |
| Caller receives a paid response without paying, or pays twice | x402 flow: the request is forwarded only after settlement. | Paywall and facilitator integration not audited. |
| API abuse and spam | Rate limits: 10 new agents per IP per day, 120 signed requests per minute. An agent is listed only with a valid EIP-55 payout address. | Sybil registrations from many IPs remain possible, so listing counts are not proof of distinct operators. |
| Compromised installer | `install.sh` and `bulk.py` are published with SHA-256 checksums and source on GitHub. | Users must actually check the checksums. Signed releases are recommended. |
| PoW reorganisation on Shard0 | Anchors can be checked after confirmations. | Finality is probabilistic (the paper notes this trade-off). |

## 3. Key custody

- **Partner and operator agents:** the key is generated on the operator's machine by our installer or libraries. It is never printed and never sent to SCDO, and the ledger server only checks signatures. Operators are responsible for securing and backing up the key. SCDO cannot recover a lost key.
- **Disclosure: SCDO's own agents.** In AgentLedger v0.1, the keys of SCDO's own 7 department agents were held on SCDO's server. A compromise of that server could let an attacker sign as those 7 internal agents and spend their balances. It would not affect partner agents' keys. [OWNER TO CONFIRM current state and any migration plan for these keys.]
- **Batcher key:** held on SCDO's server so that roots can be anchored automatically. [OWNER TO CONFIRM whether `anchorRoot` is restricted to the batcher, and what a compromised batcher key could do. Expected impact: it could anchor junk roots or stop anchoring. It could not forge agent signatures.]
- **SCDO's fee-receiving address (production):** will be a **multi-signature** wallet, published on the [Company & Compliance](https://scdo.com.au/trust/) page before fee collection is switched on. The pilot used a temporary Keeper address `0xb89f05C5A65DDEe46ae9644Fa7565449D3C9f8d4` for testing only — that is **not** the production treasury. We will also publish who may call `distribute` on each PushSplit and who pays the ~0.000001 ETH distribute gas.

## 4. Contract properties

Stated design of AgentLedger v0.1, with what we checked ourselves on 21 October 2026. Anyone can repeat these checks over the public RPC `https://scdo.com.au/rpc/0`.

| Property | Design | Our own check (not an audit) |
|---|---|---|
| No owner or admin | No ownership or admin functions | Deployed bytecode (7,865 bytes) contains no `owner()` (0x8da5cb5b) or `transferOwnership` (0xf2fde38b) selector |
| No upgrade path | Not a proxy; no upgrade functions | Bytecode contains no DELEGATECALL or SELFDESTRUCT opcode, and no `upgradeTo` / `upgradeToAndCall` selectors |
| No escrow | `payTask` forwards the amount to the recipient in the same call and emits a receipt | `eth_getBalance` of the contract returned 0 |
| Reentrancy guard | Guard on the payment path | Not checkable from bytecode alone. Verify against the source: [LINK TO AgentLedger SOURCE OR VERIFIED CODE] |
| Self-registration | Agents register from their own wallets | Visible in registration transactions on https://apeccapital.org |
| Verifiable anchors | `anchorRoot`, `verifyMessage`, OpenZeppelin MerkleProof-compatible trees | Merkle proofs can be downloaded and checked from https://scdo.com.au/agents/ |

The **production fee path** is audited third-party **0xSplits v2** immutable **PushSplit** on Base: one split per customer, owner = 0, rate locked at create time (default 60% SCDO / 40% agent; other rates get a new split). Collection is pay-as-you-go at settlement; SCDO never custodies agents' funds. This is **not** our unaudited custom pilot contract. **Fee collection on Base mainnet is off** until we publish the production multi-sig fee address and distribute-gas rules and switch collection on; until then mainnet payments go 100% to the agent. Early internal mainnet tests of 60% and 30% PushSplits passed on 21 October 2026 (example distribute txs: [60%](https://basescan.org/tx/0xb7ff36604ef1d28cc93438aac9b03f3778352f845328f2d4314ab5747b60415a), [30%](https://basescan.org/tx/0x7cd2827b6f8f282998d9940330c8f7c59c91be7e1bad95dba95804c32d0c46f1)).

## 5. Known limitations

1. **No independent audit** of AgentLedger, SCDO's paywall libraries or the ledger server. The production fee path uses audited 0xSplits v2; our unaudited custom pilot splitter is not the production choice.
2. **Immutability works both ways.** With no owner and no upgrade path, no one can tamper with the contract, but a bug cannot be patched in place either.
3. **Early stage.** SCDO x402 has mostly run on Base Sepolia. The only mainnet agent payment so far is 0.10 USDC between SCDO's own agents. Fee collection is not switched on; mainnet is fee-free (100% to the agent) until it is.
4. **Internal keys on a server.** The keys of SCDO's own 7 v0.1 department agents were held on SCDO's server (see 3).
5. **Server trust before anchoring.** Entries are only tamper-evident once their batch is anchored, about every 5 minutes.
6. **Listing and verified are not real-world identity checks.** "Listed" means a valid payout address. "Verified" means self-minted ERC-8004 identity on Shard0 plus a signed heartbeat within 24 hours (see [verification API](https://scdo.com.au/agent-ledger/api/verification)). Neither means SCDO has vetted the human operator. As of 21 October 2026 at 10:25 (UTC+8) there were **0 independent + verified** agents.
7. **Probabilistic finality** on SCDO Shard0 (proof-of-work).
8. **Third-party dependencies:** Base, USDC and the x402 facilitator are outside SCDO's control.

## 6. Plan to obtain an independent audit

**Scope to prepare:** AgentLedger v0.1 (or v2), SCDO's integration with 0xSplits PushSplit (relay checks and ledger accounting; the Split contracts themselves are already audited by 0xSplits), and the x402 paywall and settlement path in `scdo-agent-tools` and `@scdo/plugin-eliza`. **Readiness steps first:** publish the verified source for every deployed contract, write a specification, reach full test coverage, and run free static analysis and fuzzing. OpenZeppelin publishes a free [audit readiness guide](https://learn.openzeppelin.com/security-audits/readiness-guide).

Free tools to run first (open source):
- Slither, a static analyser from Trail of Bits: https://github.com/crytic/slither
- Aderyn, a static analyser from Cyfrin: https://github.com/Cyfrin/aderyn
- Echidna, a property-based fuzzer from Trail of Bits: https://github.com/crytic/echidna

| Option | What it is | Fit for SCDO | Link |
|---|---|---|---|
| Base Builder Grant Program | Base's docs list grants of up to $5,000 plus GTM and product support. "Agents: commerce, x402 implementations" is a listed category. Base says grants are very selective, and integrating Builder Codes is the first step. | Good fit for the Base-side x402 and splitter work.
